I think a lot of that comes down to it looking somewhat bland and sterile compared to the more naturalistic areas with all their wildlife, animated foliage, and more varied colours and landforms. 

Well it looks bland on top of the pop in, blurry textures, etc.

Its strange, that engine makes fantastic looking open fields with lots of foilage. But that same engine seems to struggle to make a city enviornment.  The draw distance for characters and some object is incredibly low.

It's the number of things in the city.  And that the city isn't instanced at all.  The textures actually aren't bad, they just take longer to load in which is bizarre but probaby the same problem there as with the draw distance.
