He doesn't really need to watercool the GPUs, so long as he's got a case with plenty of air flow (something that should be a top priority when building rigs of this nature). CPU watercooling is another matter and, overall, much easier to manage.

I agree with this, I bought a tower with amazing airflow and it works wonders for the GPU; my CPU doesn't really need OC for gaming.
