The controls aren't the whole game. It's still in the range to be done for a remaster/port.

The controls are how we interact with the game world. The game world was designed around 1:1 motion controls and wouldn't work well at all if the motion controls were just mapped to a gamepad. Like I said, every enemy, every puzzle, every boss needs to be changed. That is a remake budget, not a remaster one.

Are you really that sure doing that work would be that expensive. When rest of the game is left alone. And not needed to be tweaked.

Yes, because it was the most worked on part of the original by game developers, tailoring everything in the game to 1:1 motion controls. And it is generally assumed that a remaster will entail other things than just this, such as improved visuals and of course porting the game to a different architecture.

There are 54 enemies in the game. Majority of them are kill-able with differnt weapons. Very few are needed for a certain motion move. So that already isn't a lot of work. The 25 mini bosses and bosses would be the most redesign work they need to do. Then the Puzzles. I'm still sticking to that it's still possible for a ports budget.
An example for one enemy. The Deku Baba plant. Hold L and LZ this engages Z-targeting and sword slash directional control. Joystick 2 left right slash sideways, up down for up down.
