The instructions on what to do in case of airspace violations could have been given beforehand. And ten warnings should be enough, even if the violation is only a few seconds. If you violate the airspace even after ten warnings, you're practically begging to be shot down. In a normal situation I wouldn't consider even a longer violation very problematic, but Turkey has been warning Russia for a good while now about airspace violations, and the plane was warned enough times. In a tense situation with no respect for national borders, this outcome was only a matter of time.

That's of course assuming the plane really flew in Tuskish airspace. So far the signs seem to hint towards the plane flying in Turkish airspace, even if only for a short while.
