Was this decided by Nintendo, Level-5 or whoever localised the anime?
Either way, it is interesting to note that Nintendo had no problems with women in bikinis and men wearing nothing but speedos in other releases. For some examples, just look at the Swimmer trainer class in every Pokémon mainline release or various characters (Brock, Misty, Jesse and James for example) in the Pokémon anime to see no problem with such clothing.
