They do, their personel is expanding every year by ~200 employes for a couple of years now. Problem is, good talent is hard to find and since developing a AAA game takes 4-5 years (and probably even more in the future), any game these devs, if recruited right now, would develop would come out late in the lifetime of NX at best.
Hence buying Studios with their IP and whatever they are already developing right now to get the games out much sooner, with possibly some recognisable IP to boot.
