Convince all 3rd parties to localize unreleased japanese 3rd party titles to the west! How many titles will be Japan only by the time the 3DS gets discontinued? There's no better time to get companies to localize the games, the installbase its the biggest it's going to be, and the system isn't overshadowed by a successor.

-Youkai Watch 2 and 3

-Monster Hunter X (it will arrive as Ultimate Edition or something, at least if Capcom doesn't move it to NX for the western release)

-Dragon Quest Monsters (if VII and VIII do well)

-Taiko no Tatsujin

-Digimon World Re:Digitize Decode

-Medabots

 

Also, Nintendo could bring a new 2D Metroid to the 3DS, but at this point, better save it for the NX.

None of the games mentioned are Nintendo. They could still release those games for 3ds and be fine, even with a successor out. I'm also not entirely sure (outside Monster Hunter and Dragon Quest) how big of a splash those titles would create outside Japan.
