They should do both, create new studios and acquire others. I think is more important that they expand their studios on both the USA and Europe, by whatever means necessary, while letting said studios have more freedom and make games that appeal to their respective territories.
I also want to point out that many great first-party studios, we take for granted today, where once an acquisition. That includes today's most acclaimed first-party studio, and huge benefits are being reaped thanks to them. So, yeah, there's a lot to be won from acquiring established studios.
