No, because what reason will some PC users arise to mock consoles if the game runs equally good on all three platforms?
Seriously though, there needs to be a newer engine indeed. Many aspects of the game still feels like I'm playing Fallout 3. While it might be crucial for devs to retain the Fallout vibe, it isn't worth it if the game still suffers the same problems as the previous ones.
