Fallout 3, fallout new vegas, oblivion and skyrim still have bugs that will freeze the game or ruin playthroughs.
I suspect the reasoning why bethesda is gonna allow mods on consoles is because the fans will patch the game for 'em and they can charge a fee for the DLC/mods. Win/Win for bethesda and their fans will love 'em for it. It's honestly very clever of them.
