Maybe the NFL could allow them a larger cap, but it all seems rather unlikely... Maybe this is just an effort to sell merchandise and get Europeans to buy their sunday ticket package.

I could see the NFL creating a London exception since they're pushing so hard for it. The owners have no problems with bending the rules to get something done.
