By saying which game would be the best, he is comparing them. It's the same as saying "Which game will be the best ? Fifa 16 or Halo 5 ?". It's nonsense.

People make claims like that all the time on the forums lol

Even though games aren't directly comparable, you can still be able to say something about which game you think will be better.
