The issue with sexual content and innuendo and fictional characters is age is what ever the creator says.
Could have a fully developed physically character and say they are 7, or have a child like character and say they are 700. This has happened in the past where character are aged up for western games or ages are removed completely.
I am not in favor of censorship. I agree with rating systems and restrict access real life minors have to certain content though.
