Making a Zelda game on the scale of TP or SS isn't as difficult as a giant open world Zelda. It takes time and efford, and they'll probably reuse a lot of ZeldaU's assets to make the next it's so complex/expensive... OoT and MM reused a lot of assets and engine, they were almost the same game. The only game I think it pushed the limits of its hardware is WindWaker, and it's a relatively simple open world compared to today's standards. Add to that is being first HD Zelda game that also impacted on development time.
I also think there is a chance that Nintendo reuse a lot of Zelda's U assets and engine and to make new game in for much shorter time on NX, same like they done with MM.
