The statement order threw me off at first, but I believe he was trying to say that:

There were ~400k Destiny sales on PS4, in total. ~216k of that figure was not bundled, so nearly 200k PS4 Destiny: TTK bundles sold in September.

He didn't say there were 400k PS4 sales, though I'd imagine he'd be happier if that were to be the case.
