The problem is not many people or kids understand what DX12 is. XB1 has a weaker GPU but a stronger CPU. DX12 isn't going to change the hardware in the consoles (Mentioned by Phil Spencer awhile ago) DX12 is optimisation. It allows the system to push harder without working harder. Its all about getting the most out of the hardware.

Consoles are already design to be peddle to the metal systems. However that doesn't mean consoles are using 100% of the technology inside. For example, XB1 might only be using 75% of its hardware. DX12 wont change the chips, it will push more out of them and might increase it to 85% which will be a fair gain. Weaker chips don't need to be more powerful to out preform stronger chips. a later GPU running at 80% will underperform or be equal to a weaker chip running at 90% etc.

The XB1's GPU will never outperform the PS4s in a physical sense, however its CPU already does and DX12 will only increase the gap with its core balancing feature, making both console benefit in different areas. CPU bound games will run better on X1 while GPU bound games run better on PS4.
