Off you're an active user of Steam, it absolutely means you are able to make full use of it. That's what being an active user is. Meaning over 124m+ people have good enough internet for a digital only console to work expertly. And that's not even mainstream consumers. That's more than enough proof for Nintendo to see that all digital will work.
