Why was he trying to light a match on a lighter anyway? Why does he put the burning lighter in a bag full of paper, why does he keep putting cardboard boxes on the fire? that he saw the fire in it's early development yet didn't manage to put it out at that stage makes him stupid

most of the times a fire is started from a cigarette it's because a smoker tossed it away in a hurry and walked away - a person doesn't need to be stupid to act like that

But that didn't happen here. The fire started because the dude felt the need to play with matches/the lighter in a closed room that had tons of burnable materials in it, which he then even used to make the whole thing worse.
