That's difficult! I like all modes, and especially all 3 rank battle modes, but if I gotta order em it's be like so:
#1. Rainmaker (I find I have the most fun here, it's straight up killing each other afterall!)
#2. Tower Control (Solid on all maps and I like how it takes advantage of most of the map.)
#3. Splatzones (Mainly because some maps are really bad for this mode.)
#4. Turf War (Not as much to gain here, many maps suck here, player skill is more varied so imbalanced teams)
