It shouldn't be shocking. Happens to all hardware in Japan before pricecuts. the 3DS was down to 4k the week before its pricecut, the PS3 was down to 1k in the few weeks before PS3 Slim launch.

The price cut of the 3DS was bigger and the PS3 slim was a big redesign coming after years from the original release. That's the difference. 

Hopefully the PS4 will manage to stay on a 15k+ baseline after the boost of the price cut's week.
