I will say this: I went to Patriots training camp this year, and watching Garropolo run the offense was awesome he was really good. But then when Brady came in and started running things, even though it was just training camp you could see he was a much much better QB. He was on point, crisp, and always hit his man, this similarity can be drawn to other teams in the NFL. I think Garropolo, even as he is now would be starting on another NFL team, and he'd be good, but then you are competing against guys like Brady and Rodgers, who are next level better and it becomes obvious that it's not a fair fight. Luck was supposed to be the next up and coming amazing QB but he looks to have taken a few steps back so far this year with some of the best receivers in the NFL working for him. Case in point, if you're without a great QB, you're without a great team in this league.

To be fair, I don't think Luck has a top-10 WR, or a top-25 offensive line to work with. His OL might be in the running for worst in the NFL.

EDIT : The Seahawks are another interesting one. With Kam back, their defense should easily be top 5 with a chance at top-2ish levels. But they would be 0-3 if their QB wasn't so mobile, because their OL is god freaking awful this year, and they also totally lack a top-tier WR corps. Their O line utterly fails at both pass AND run blocking at all levels. And that's why I think they will fail this year, even with an above-average QB. Wilson is kind of tailor-made for a bad O line by extending plays and escaping trouble. Peyton, Brady, Rodgers, they would all eventually get murdered behind that group of cardboard cutouts.

Balance is the key.
