It does considering optimisation overtime and it being 343's first Halo game. Well you may debate that but I would say there are games that are far more technically impressive on 360. 

30fps to 60fps isn't a means of just 'doubling the power' From games seen on there I don't think it's a stress to tone done lighting and particle effects, keep the textures and make it 720p 30fps. Might be my own bias when it comes to FPS shooters and it being difficult to make them seem technically impressive. If there was full on destruction or some next gen qualities like that then maybe I'd give it that but I just see a phenominal game but not super 'omg this is so next gen, no 360 could ever be anything close to this' kind of feel from it. 

But that may just be me.

Can you name games that are far more technically impressive on X360 than Halo 4?

Halo 4 is probably the best looking game that was built from the ground up for the 360, but there are also several 3rd party multiplatform games on the 360 that impress from a technical standpoint considering the hardware they're running on, such as The Witcher 2, GTAV, RAGE, Crysis 3, Bioshock Infinite, Metro 2033 / Last Light, etc.  They all hold up surprisingly well without too much sacrifice in the visuals department considering how old the 360's hardware was at the time of each's release.
