I think it's a bit of both. These are the worst selling games that Nintendo feels have the potential to sell more copies that makes a reprint worthwhile. Sure, there are even worse selling games that Nintendo has published, but tossing something out that barely managed average sales or totally bombed isn't exactly worth firing up the factories one more time. The selects are simply a list of games that didn't quite perform at expectations, but still have the potential to at least get closer to the ideal number of sales.

Actually all those games sold pretty well.

We just have physical copies numbers there, but it´s known that  all of them sold way more than 01 million each, counting digital purchases
