Yes I use Dolphin on Windows 10, just make sure you have a newer revision, and yes it should play off the disc (although load times can be much quicker with a copy on your HDD/SSD. You can always install the homebrew channel on your Wii and rip the rom to a flash drive/hard drive using one of the plethora of homebrew software to do that.) Also I don't know how well the HD texture packs will work with the main game loading on a disc as they make load times slower on my SSD (I will try it when I get time if you want.) Make sure you have a CPU capable of this game: 3.5 Ghz or higher Haswell/Broadwell/Skylake, or a higher clockspeed for older Intel's, is what I would say is required to run it at full speed.
