The PS2 was kinda both. While I don't have any specific numbers (though I could go and look them up), the PS4 is ahead of the PS2 at the moment in terms of shipped numbers worldwide, but that's only because in the PS2's first 9 months (or something like that) it was only available in Japan. So it's not really a accurate representation of the PS4vsPS2 comparison.
EDIT: So I searched a bit through Sony's old Investor Relations archives, plus some googling to get the various PS2 launch dates and here's what I got from it:
PS2 was only available in Japan from March 4th to October 26th in 2000, or roughly 7 and a half months. In that period it sold a bit more than 2 million. Naturally it skews the comparison to the PS4's basically worldwide launch (though sure, Japan got the PS4 3 months later, but getting japan 3 months later today matters way less than getting the US and Europe 7 and a half months later in 2000).
