I like your idea of a recommendation system.
I thought it'd be a bad idea, considering how people could abuse it (see: Wii U/3DS account-based cross-buy), but the more I think about it, it makes sense.
Maybe they could take it to a point where they can gift releases.

As for the Random Deal, I take it to be a storewide flash sale: a rotating 24-hour sale, with the variety and the quality of the deals (not necessarily the games themselves) varying according to how many games you have registered to your NNID.
Why? This can be the Club Nintendo-style system for the new platform.
And, the more software you buy, the more deals you get! So, you buy even more software, which leads you to even more deals...up to a certain point, of course!

The Personal Deal isn't so much a flash sale as a weekly-rotating deal.
The quantity would be smaller (one or two, maybe three games), but the deals would be better. (Random Deals cut anywhere from 10-33% off price, while personal deals can cut up to 70% off, these are example numbers)
Now, the stacking is where the magic happens.
Assume Atlus, say, puts Persona 5 Portable on sale at 25% off. Now, it happens to also be subject to the random deal, so it, say, gets a further 10% off...resulting in 32.5% off! And, you have it as a personal deal, for 50% off!!! So, you get a 65.2% discount!!!

Okay, that may not be the ideal scenario, but you get the gist.

I also think I found a way to get around second-hand physical copies proliferating.
For them to be able to utilize cloud saving, and Miiverse features (but not online features in general like multiplayer), you have to register the software.
Each game could have a unique key, and the user can register it manually (well, have the software register it for them), and it could count toward their point total.

I don't care if it's not ideal, it's way better than underprinting just to make sure that second-hand will be higher than the RRP
I swear, I won't ever buy Pikmin 3 digital if they keep underprinting (okay, I might crack if they have a sale)
