That makes little sense. The fastest way to develop a game, or do any work in general, is to find the most efficient way to do it. This often comes with tweaking to ensure efficiency and speed as well, but there is also the quality aspect.
Nintendo doesn't have that long of development cycles in general. Zelda can easily be argued, but I will argue that Zelda Wii U is done and completed but is waiting for its time to be released likely along side the NX.
Gotta figure out how to set these up lol.
