i wasn't here nor part of those numbers game. but i know that Nintendo is losing the grip for sometime now, and i don't know how big of a success the wii across the world is. all i know in south east asian countries, most wii are bundled with homebrew and 10 homebrew configured games of SMG, etc...
as of the moment, i think Wii U can still reach 21M, it deserves better sales but Nintendo doesn't want to drop its price which they need to as the competitive pricing of XBOX 1 and PS4 is really good and offers a lot of the main stream games.
