This boost also shows it is struggling to match PS3.

At the eyes of people who dont use their brain , yes, but if you use it, you show it's not struggling since it would easily match and even outsell PS3 in the same conditions of exclusivity

To add to this little back-and-forth, here's how the PS4's performance in 2015 so far stacks up against the PS3's 2008 showing (the week 24 boost for the PS3 was MGS4 week):

As I mentioned earlier in this thread, through the first 36 weeks of those respective years the PS4 sold 796k while the PS3 sold 657k, a roughly five-to-four ratio. So, the PS4 is at this point doing quite well compared to the PS3 (though last year was pretty weak). If the PS4 can stay at or around 15k baseline and gets a price cut some time this fall, we can expect well over a million PS4s sold this year in Japan (the PS3 sold almost 981k in 2008). The PS4 still has the potential to match the PS3 in lifetime sales.

We aren't gonna know anytime soon which is gonna sell more unless PS4 just takes off big time.  2008 was weak for PS3, it sold nearly double that in 2009 and then sold steadily for a very long time.  So first we have to see how PS4 reacts to the big games next year, then see if it can have the type of long legs the PS3 did.
