Console revisions receive small upgrades/downgrades every time. Adding more RAM to a new PS3 SKU would allow cross-game chat from the PS3.

These never affect core specs like GPU/CPU/RAM to where different consoles have different specs. It's a bit late to have cross game chat for PS3 as people would have to buy a new PS3 for it. And likely the people they want to cross game chat with... don't have the new PS3.
