I think this is temporary. Sooner ou later they will increase the number of maps in the map rotation.
The low number of maps in the rotation prevents people to stay too long waiting for a group to play.
I believe that at some point they will adopt the Mario Kart 8 style of choosing maps...... close a group of 8 people then everyone chooses a map. There´s a roulette to decide the map and let´s go paiting.
