I believe it could have sold more if Ground Zeroes didn't come out and if it were PS4 exclusive. Because those are the only things I can see differently here besides the digital aspect.
I mean PS3 only had 13m consoles on the market at the time. Not being able to beat that with 5 platforms is telling.
