Why does Nintendo sell GBA games on the Wii U and not the 3DS eshop?

The Ambassador games run natively in GBA mode from the DS backwards compatibility.

I'm not sure if a 3DS could emulate GBA games. There are some GBA homebrew emulators for the 3DS and they can't run games at full speed.
