What next? People going on a killing spree with their cars and driving people over.
Therefore I think it would be sensible to make people have to acquire some sort of license to drive a car.
Also the car should be registered to their name and have some kind of license number so it is possible to track it back to the owner.
Also people should have to renew their license from time to time to determine that they are still mentally and physically capable to drive their car.
i know it sounds ridiculous, but cars are dangerous in the wrong hands.
