More to the point why is the digital code 4c more expensive, that's an outrage!
I think many retailers ordered a small quantity being rather risk averse with the title. It was certainly a game that had a very hit or miss vibe to it, and with the recent memory of The Order fresh in the minds of retailers they were probably leaning more towards the miss side than the hit side. Hence, low numbers of copies ordered.
This game is (I think) literally the first completely new IP AAA PS4 exclusive that has had above average reviews. I don't count Bloodborne in that because it's part of hte Souls series in everything but name. And of course so far Sony hasn't had one genuine 1st party new IP get above average reviews for PS4. (Until Dawn is 2nd/3rd party and so is Bloodborne)
