I don't want to put words in his mouth, but I'm fairly certain he's saying that permissive gun laws allowed the murderer to more easily kill these two people and wound a third, not that the gun laws themselves somehow caused the guy to go and commit the murders.
I'm also personally of the belief that neither his race nor his sexuality had much of anything to do with this matter: they're excuses he latched on to at best. The line in his rambling manifesto that he's "all fucked up in the head" pretty much sums it up.
