I agree, some of the scores seem needlessly low...but I guess there was a lot people were expecting from it and it really did not deliver. Like, it sounds near broken in places and completely unplayable.

Releasing a broken game isn't good.  That should never happen.  However, some games have been released with pretty bad glitches yet still got good scores.  I can think of Skyrim on 360 for one.
