Kefka on the other hand was truly evil. He was one hell of a villain that really helped to make FFVI into the amazing game it is. If I'm not mistaken, he's considered to be basically one of the best video game villains ever to exist. No way is modern SE beating that.

Kefka was experimented on by Emperor Gestahl. He was the first Magitek night. The process wasn't perfect, it broke it's mind. That the reason for him being a manical bastard. I think the reason Kefka is so revered is that he is one of the few villians to actually "win." He conquers the world in FFVI. That is why the last part of Final Fantasy VI takes place in the "World of Ruin". On an unrelated note, I think Ghaleon of Lunar 1 (the original game, not the remake) is an exceptional villain.
