Hojo is the antagonist of FFVII. He was the one pulling all the strings.

Hojo is not focused on as the main villain, therefore not the main villain.  He was never in control of Sephiroth or was more involved with the events Sephiroth started past injecting the wound of Lucrecia, he was just the catalyst lol.  It's that simple.  You can argue him as a mad catalyst character causing the events that unfold, but that's all he is.  The story of FF7 focused on far more surrounding Sephiroth and his effect on the main protagonist among everyone that ever came into contact with him, and his plan to absorb the planets energy after it attempts to heal itself from a life threatning wound.


Without Hojo there is no Sephiroth. He's Sephiroth's father. He's responsible for the death of Aeris' father. Hojo is the puppet master. Sephiroth is merely the puppet dancing on strings. Let's not forget he was felled by Soldier washout.....a lowly Shinra guard.
