The fact that Pro Evolution is still selling well and being received well goes a long way to the gameplay. Every review i've read only discusses gameplay and most praise it to high heavens yet if you look at the Wii version you have:
inaccurate kits
No kit editing functionality
out of date player database (I bought game in Jan and had Newcastle players who left club in September).
It's obvious that Konami were concentrating on gameplay and released a quick unfinished release - something we all know generally gets slated on the Wii but this game never gets metioned for this reason, thats how good it is and how much it's loved by people who have taken to it.
Wait until 09 gets released with all it's polish - then we'll see how well it's received, I personally think it'll be a million seller.
