Kefka generic chaotic evil. His only real accomplishment was successfully ruling the world.
Sephiroth was less generic in that he had a goal that wasn't necessarily "kill all life", but require him to do so. If there would have been a way to achieve his goals with less effort and less death, he would have chosen that. That being said, he was boring and had absolutely no personality. The story made him so much of an enigma that he stopped being a character and became a plot device.
Honestly, there's a lot of villains I put on higher pedestals than both of them. Kessler from inFAMOUS, Master Xehanort from Kingdom Hearts, Janus Cascade from Wild ARMs 3...
