Well, the region lock won't go away (damn you Nintendo!), so you have to choose.
How long will you be in Japan?
If you're here for a longer time and plan to buy many games, get one here.
If you return to your country soon, importing every game might be a bit bothersome.
This all wouldn't be a problem if Nintendo got their sh*t together.
I have a Japanese 3DS and Wii U, but I'd love to get a few English games that aren't available here. *sigh*
