Most people belive it'll be cross gen and reason being is that NX appears to be coming holiday 2016. If true Nintendo are not going to release Zelda exclusively on a last gen platform the same year they release their new platform. It makes very little business sense and after the failure of the Wii U they will not pass up on another opportunity to have Zelda at launch when its being presented to them so tidily, they will make it cross gen at the least. Ports are hard work but so is making games, pretty much every dev out there has ported from Power PC to X86 in the last 2 years.
The only way I see Zelda U being exclusive on Wii U is if NX is not coming til late 2017 or if the console fully BC and the game comes with classic control support built in.
