Hes partially right. Sony seems to put an artificial Quality of Service cap on all their devices. The ps3/4 is about 30% of bandwidth vs 15% for the vita. The speed always scales to your max bandwidth.
There are legit reasons for this however. The system can passively download now and files are enormous. If it didn't cap, other users on the network would have issues.
As for the 1gb... I agree that they really should up it. It doesn't help that games like MKX autoupload 100mb replays, and lbp3 can eat up hundreds of mb.
