I thought it was good.
It wasn't as good as the first, but I think that's like a Bioshock/Bioshock 2 type situation, where it's not that the second one was actually bad, it was just not as good as the original.
SPOILERS:
I was sad to see Frank go out the way he did. It really made it seem as if that bastard might actually walk out of the desert. Kind of had a feeling Vacaro would end up sacrificing himself. And while it sucked that the ending was kind of wide open and made it seem as if the bad guys won, I guess that's a pretty unique way to end it.
