And after that, (between the end of the first movie and beginning of the second) Whis could have granted Goku and Vegeta the experience a few times while training to increase their battle capabilities.
Goku for example became several times stronger by the end of the Frieza saga than he was when he landed on the planet (from 90 000 to 3 000 000), not counting any power ups or transformations. So it's hard to determine exactly how much he could have grown by training with Whiss in his new form.

Vegetto's power is a bit odd. According to the description of it on the Wikis (I forget what they said of it in the manga), it multiplies their powers with each other, which sounds a bit odd. That last officiall recorded powerlevel coming from Toriyama was Goku's 150 000 000 during his battle with Frieza. (http://www.kanzenshuu.com/battle-power/databook/) Even if Goku and Vegeta were still this weak when they fused (and they were obviously much stronger) their power level would be 22 500 000 000 000 000 as Vegitto.
But according to the manga, it seems that fusion only adds (not multiply) one's power to the other. http://www.mangareader.net/dragon-ball/504/2
So I guess that's an error in the description on the Wiki pages.

I'm not doubting that Goku in Ressurection of F is stronger than he was in Battle of Gods. I'm just wondering about the form itself.
Vegetto was one of the things that made me wonder about it as well.  Seems a bit odd that a form that required several people/a certain ritual would be weaker than the self attained one, with seemingly no drawback. When it comes to fusion, the cost of skipping the ritual (fusion dance, which could go horribly wrong) and the time limit, was that you had to be fused together forever. SSGSS seems to have no such drawback, so that's one of the reasons I'm wondering about this.

Oh, now that you mention it, I remember the good old power levels. They screwed it badly around Frieza because the official power levels mean, besides the 50x super sayan multiplier, absurdly high 10-25x Zenkais for Goku and Vegeta after the Ginyu force, and a similar power level increase for Piccolo between Frieza and the Androids. And then Shonen/Toriyama went on to say "it was to show numbers don't matter" to try to fix it...

As for Vegetto, on this week's episode, after being beaten badly, Goku mentions he thinks even Vegetto couldn't beat Beerus. That's an interesting note, but it remains to be known if Goku is referring to the ascended SS Vegetto which beat Buu Gohan, or an hypotethical SS3 Vegetto. According to the charts I did once for my own amusement (hah) trying to fix the inconsistences since the Ginyu Force, SSJ3 Vegetto would be exactly 90% of Beerus.
