So in other words, he thinks Goku could get the upper hand even in SSG form if they fight long enough.
So it's not neccisarily that the form of SSGSS has to be stronger than the SSJG form in order for Goku or Vegeta to now be stronger than 70% Beerus. It could also be the result of their training after the movie.
So I'd like to see what the original quote says exactly, and where it came from, since it wouldn't be unreasonable to think that a form achieved by one self could be a bit weaker than the one achieved with the energy of 5 other people. It reminds me a bit of how Goku and Vegeta refused to turn into Vejito again, even though they would be more powerful in that form, and instead fought Buu with their own strength.

I guess SSGSS could be the way they manage to go back to SSG levels of power-up once they ran out of SSG time and master the sayan beyond god stuff. Inferior surely it is not, given the way Whis mentions in the latest movie Goku and Vegeta together could beat Beerus, and they didn't go through any zenkai or significant time of training.

But the more likely answer is that Toriyama wrote/talked itself into a corner as usual, really, after deciding neither Golden Frieza or SSGSS could beat Beerus. Much like the godly power of Vegetto had to be curbed for a few more chapters of Buu, so we got the Earth destroyed and Goku's genki-dama instead of this:
