I don't think other countries' police officers have problems with using less force so I don't see why the police officers in the USA should need to use more force either.
They guy behaved inappropriately for the sitation, and then the police officer overreacted. And the thing is, it seems like he overreacted because he's basically allowed to, not because he couldn't have done it better.
