Studios can come out and surprise this gen, it's already happened, Infamous 1&2 cetainly weren't known for their looks at all but did crazy shit in SS.

If the XB1 isn't doing the physics processing then what's holding this game back visually? If they just like the art style that's cool but It seems a waste when they could do so much more.

Maybe you should ask these questions next E3 if th game looks the same.  It clear that the Crackdown that was brought to Gamer is built to show the Cloud based physics engine.  Since this is something totally knew its easy to see that the developer concentrated more on getting this tech to work correctly then worry about graphical features.  You can put this in the same situation as Naughty Dog when they showed the first real gameplay video for UC4 which looked good but nowhere like their gameplay video of UC4 at E3.

Cloudengine has a better than a year of development for the game so drawing any real conclusion on the actualy finish product is probably way to early.  

Saying that, Crackdown as a franchise never was a graphical looker so I doubt that will be an area of concentration for the devlepoer.
