If by "recycled" you mean enhancing everything from Fallout 3 / New Vegas from the gun play / V.A.T.S. to the amount of weapon, item and character customization to more dynamic dialogue trees and character interactions, then yes, Fallout 4 is a totally recycled game. In other words, it's going to be even more awesome than Fallout 3.
And for those still whining about the graphics, not everything needs to run at 1080p / 60fps and have photo realistic environments and character models to be enjoyable. If it did, then The Order 1886 would be top contender for GOTY.
